Shabby Zulu

A person known for constructing, planning, or generally doing things half-assed.

The word is derived from an individual who performs tasks in a "shabby" manner. The suffix Zulu has added to define the "afro engineering" aspect said individual applies to most tasks/processes.

"I see Shabby Zulu decided to paint his car with Krylon."
