LOFH (Luser Operator From Hell) is a network or system administrator that is really bad doing his job and wouldn't care about backups, network encryption, etc.

When a BOFH has to work with an LOFH things can get pretty messy...

After eight years working in that company he never cared about taking backups. He was a real LOFH.
