This tactic is mainly used by middle-aged adults on tiktok who do not possess the ability to create relevant or humorous content and dream of the days when they had thousands of "friends" on Myspace. They have no idea how ridiculous their account looks with 10,000 followers and only 30,000 likes.

Can also be used to give people behind the person in front time to slow down if the person in front spots a patrol car. This will sometimes work, but police will sometimes use 'speed traps' to set up several patrol cars down the road so they can pull a pack of cars over.
I was too tired to look for cop cars that day, so when I saw a car speeding along in the left lane at 85 mph with another car close behind, I put on my blinker and played a bit of 'follow the speeder'.
