A dope, idiot, dummy. It's used not so much as a deep condemnation of character, as commentary of an incident or discrete act. And, meant to disparage the person at that moment for what occurred.

An acronyn from the WW's used to describe the captured enemy (or anyone else) that didn't have a lot of common sense. Expanded the acronym was "dumb ugly fucker, also stupid."
