Repelling event

A bad event that causes the people to intentional do or avoid performing certain actions and or activities in order to reduce the risk of having the same or similar issue happen to them. Often times it may only affect the specific place and or area where the event happened.
The shark attack at the beach caused less people to go to the beach for weeks, because people didn’t want to risk getting attacked. It was a repelling event.

An event that draws the public and or government’s attention to or away from a particular issue
The impeachment trial of President Trump in December of 2019 drew attention to the issue of corruption in the U.S. government, while at the same time it drew attention away from a massive cyber attack that shut down all of New Orleans’s municipal government websites, which would have drawn the public’s attention to the danger of cyber-attacks on the government. It is an example of a focusing event.
