A emoticon used by furries,weebs,lollies, or just people trying to be kawaii. Can be used for innocent conversations but usually used to bring attention to ones "Bulge" or any other arousing items. Sometimes is also shown as a sign by furries, weebs , and lollies as a sign of horniness.

The usage of "musky husky" in a popular copypasta heavily implies that it was a furry deed, but the shortened version of just "OwO what's this?" indicates either side. Either way, many a hand has scaled this plateau.
