When local drains/sewage are backed up to the point where water floods the streets. Creating a small Dip/Water pool near the area.

I can't leave home today due to the weather. There is literally a water dip right outside my house.

Jonathan told us to dip the dog into an open cask. He then poured us some whiskey from it and it tasted awesome.
