When your wallet is lacking in sufficient funds. Usually a person who is wallet poor has money elsewhere, like a bank account, but cannot use the money at the moment.

Poor Mouth is the movement of rich people pretending to be poor for fun. This includes buying from thrift shops, buying clothes made to look dirty and ripped, or making "homeless inspired" accessories. The only issue is, once they're bored they can simply go back to being rich.
