Just like "I'll think about it", it is a synonym for no. It is used to not disappoint the person the person is talking to, however it can become counterproductive as it can lead to the person living under false hope and become even more disappointed when they eventually get no as an answer. Personally, I'd rather if the person wad honest and just said no because that would be it over and done with.
