A thought finisher.
When someone is thinking of what they are trying to say and pauses after they say “and fuckiiin.. ummm” during their lost mind dragging on the Ummm is when u sternly and definitively finish the entire thought they were trying to mumble on with a quick “Who’s Fuckin?! Is it you? is it me??” And their story is then permenantly forgotten and they will say huh., and then your good to move on with your day!

“who has?” is short for “who has marijuana?” and is often used on snapchat or instagram stories of those seeking a dealer.
can also be used with a few choice words describing the availability of the user, such as deliver, pickup, meetup etc
see who needs? for the seller alternative

Man, on his snapchat story: “who has? and can deliver?”
Dealer, responding to his story; “ya bro i got $10 woods and $5 delivery, what’s ur addy?”
