Hella came from the Black Panthers in Oakland, Ca. in the early 1970's. It was used in place of "hell of" meaning to "have an excess of". Most commonly used to describe the level of badness something may have. Today it can be used by everyone who wants to describe how good or bad anything is.
"That A's game was hella bad last night!" or "Those diamond studded boots are hell bad." or "My arm hella itches". or "I'm hella stoked!"
