A person who gives little care for anyone. Someone who enjoys giving pain to others meanwhile they can't take any to themselves. They enjoy backstabbing their "friends" and jewing them for money.

When a company charges your credit card, often repeatedly, and after you have set a limit on how much you intended to spend with them, or cancelled the service, based on fine print without notifications.

My boostrapped startup almost got pushed into insolvency because of AWS and Linkedin's scumbag billing policies.

A person who either grew up or currently lives in the 570 area code in Eastern Pennsylvania. Generally, due to the nature of the area this person has a history of drug addiction, alcohol abuse, or just generally acts a fool.

Bill - "I saw Johnny drinking a 30 rack down by the river after work again last night"
Dick - "Oh don't worry Bill Johnny is a 570 scumbag just like me and you. He's drowning his sorrows because his wife cheated on him for the 12th time this week as she's also a 570 scumbag".
