A fairly old term meaning groovy, rad, cool, weird, etc. Referencing a psychedelic experience or item. Mostly used to make fun of the 90's and early 2000's, and primarily used in a sarcastic manner.

A temporary condition on the drunkenness spectrum between “buzzing” and “wasted” that can only be achieved by a very cute/attractive female. Usually the term is self-descriptive from the female herself and very likely that her name ends with an “i” , “ie” or “y”

I thought our date was going great until We finished our second drink. Then Mary came stumbling back from the bathroom with both contacts in one eye chanting “tipsyflipsy I am” until the manager called us an über and comped our meal. We didn’t get kicked out because all the other patrons thought it was adorable, but we couldn’t be allowed to carry on either.
