as opposed to scuse this term is used only in mundane useless situations but require something being said. By definition scuze means "excuse me" but in actual use it becomes something totally different

A person that may appear a bit dirty all the time. Someone that doesn’t shower everyday. Usually has oil, dirt, paint, or something making their clothing appear dingy or grimy. Probably doesn’t have running water or electricity in their house. A hobo-esque person that knows the struggle and lives in survival mode.

Damn, Kelso’s a definitely a scuzzle. Look at her messy hair and bleach stained clothes.
