The long pauses that occur between replies when texting or chatting with a friend on Facebook. This delay can be explained, after investigation, by their preoccupation with talking to their boyfriend/girlfriend, who is also online.
Friend One: Hey! How are you
8 minutes later.
Friend Two: Oh, hi. Sorry, distracted. I was talking to this boy.
Friend One: Relationship delay..
12 minutes later.
Friend Two: What?
8 minutes later.

Someone who adds road-blocks, bottlenecks, extra steps, and unneeded issues that delay something or someone, either through inconsiderate thinking, a need to increase their own importance through adding work or over complication, or to gain additional time for themselves in a situation or project where they will not be able to deliver.
1- The meeting should have been quick and solved the problem, but Jim was being a delay hole and kept adding unnecessary take away questions.
2- We didn't make the movie because Chad was being a delay hole and wasn't ready to go when we showed up.
3- The delay hole in the car ahead of us is going 20 in a 50, and in both lanes so we can't go around him.
4- I'd like to get to the bank, but my boss just called me into her office with a minute to go in the day. What a delay hole.
5- We should have been able to deliver that program on time but the programmer didn't check for bugs and left early. What a massive delay hole.

The time it takes for a thought to register in the brain. especially after someone tells a joke, and it takes the other person a moment before they get it. This delay is known to be longer in blondes.
Bob told a joke, and Sally just stared at him for a moment with a blank expression. Then suddenly she started laughing hilariously. "Sorry, just a little satellite delay."

When an email is sent and received, it sits in the inbox of the Customer Service Rep that it was sent directly to, unread for hours or sometimes days. Most email will never get responded to ever. Building up in the inbox, lost forever in the Outlook abyss. When the email is finally replied to, the situation has already long been resolved or a delayed task.
