It is derived from the last name of an odd member of a high school debate team and, like many things in the debate community, is only used when other debaters are present. The best effect is achieved when said with a derisive tone. While the original meaning had a somewhat dirty connotation, the current interpretation applies to any action deemed unacceptable or gross.
