To express one's opinion. The word is similar to conversate. Speakers who use conversate tend to also use opinionate.

The one thing on Youtube that starts a whole month-worth of comments. Alot of the opinions are not stated, so people tend to flame those who don't like a well-liked video.

Having and voicing an opinion is different from being opinionated. Opinionated rightly has negative connotations because it means doggedly holding on to your opinions without considering circumstances and/or facts and/or advice/views of others.
I can offer my opinions without being opinionated because I will reevaluate my opinions if I consider it appropriate.
