nincompoopetence

This is when a high level of silliness and absurdity for decision making has become someone's normal operating procedure.

To combat lower tax revenues after raising the sales tax, the state government displayed abject nincompoopetence by pushing for yet another tax hike to compensate which resulted in even further reduction in sale tax revenue.
