Usually associated with a sarcastic answer to a question or statement.

Amazing and intelligent person. They have a bright mind. They are funny and nice. They are open to sharing feelings but are tough when need to be.

It's used on the popular television show South Park by Mr. Mackey (not Garrison) in place of certain obscenities.
