A horrible, extremely slow internet connection. With dial up your phone and computer use the same line.
Dial-Up:
Susie- I tried to call you but the line was busy!
Jane- Sorry, I was on the computer.
Susie- o_O

A man inserts his penis into a woman. He makes ear piercing modem sounds for about 15 seconds, then starts thrusting, veeeeeery slooooooowly.
Let's try a new position. It's called the Dial-up.

“ dial-up” (Adj.) as in a dial-up computer connection to indicate a outdated mode, thought, recommendation, or activity?
Person #1: Let’s go drink a beer and hang out at the Mall!
Person #2: Not for me, that is such a dial-up plan.
Passenger Parent: If I have told you once, I have told you a thousand times to drive slower.
Driving Adolescent: If it weren't for the dial-up phrasing, I actually would.

Thin or non-existent lips, the opposite of the more desirable DSLs, or "dick sucking lips". This is an obvious technological reference to the advent of broadband internet, specifically Digital Subscriber Lines or DSL as it is commonly known, as opposed to the now archaic 56kbps and slower “dial-up” modems, considered obsolete and thus less desirable by most.
