It is an extension of it doesn't matter and I don't care. Most commonly used for inanimate objects or creatures to show indifference towards something.

couldn't care less

The proper way to express how you don't give a crap about something - you really don't care about something and it's impossible to not care any more. The common but incorrect variant "could care less" (which would technically imply that you do care about something) is widely used because of either a translation mistake into English, or those who blindly use phrases without taking a moment to understand their actual meaning.

Person A: A company just got sued for patent infringement!
Person B: *yawn* Oh really? I couldn't care less.

don't care (hand gesture)

The Don't Care hand gesture consists of the sweep of the right arm with an open palm, followed by the abrupt closing of the hand in front of the face, at this point, you yell out "Don't Care". It is symbolizes shutting a cell-phone and neglecting to answer a phone call from an unwanted caller.

Example:

At a large party, Amanda looks at her phone. It is from Ashley, a friend she is avoiding all night. She opens it, waves it front of her, shuts it, and yells "Don't Care." The room erupts in laughter. Thus, completing the don't care (hand gesture).

long hair don't care

A phrase originally used in the late '60s and early '70s in support of the hippie movement against the older generation's often prude and narrowminded world view, which associated long hair (especially on males) with a sloppy lifestyle. Sometimes also related to long hair on males being associated with homosexuality due to the similarity with traditionally feminine hairstyles. The phrase emphasizes that the speaker isn't affected by what is meant as an insult but actually embraces the accusation.

"Get a haircut, you hippie!"
- "Long hair don't care!"

or:
"Get a haircut, you faggot!"
- "Long hair don't care!"

I couldn't care less

The classier (and cleaner) way to say "I don't give a fuck", "I don't give a shit", "I don't give a crap", "I don't give a damn", etc.

(Do NOT confuse it with I could care less. If you *could* care less, it means that you can reduce the amount of fucks you give!)

A phrase that emphasises the lack of care for something or someone. Often mistaken as 'I could care less'.

David: Quick Bert! Muffles the kitten ate some mothballs, and now it's foaming out it's mouth; WE NEED TO GOTO A VET!

Bert: I couldn't care less about your God-Damned Cat right now.
