A stand, typically made of Plutonium-238, with a lead plating on the outside, that has goldfish (the snack, not real fish) on it. It is used to poison little kids.

The parrot lady would get standoffish and bark at any passerby that didn't allow her to walk all over them after having someone other than herself call them a bunch of names like passive or weak (something other than one of the alphas like herself) or all these other things, trying to lock down their neighborhood (not hers, as she wasn't even originally from there) with lies, and being as inflammatory as possible towards them to cause any drama that she could.
