And still doesn't finish it, after several attempts.

1. Bullshitting with time.
2. Taking your time despite importance.

3. To intentionally take too long
4. Stalling from doing. something you don't want to do.
5. Avoiding a task, situation, mission or anything you knowingly suppose to do.

People always procrastifaking when its time to do something they don't wanna do.

Procrastibarking

The act of barking (literally or metaphorically) as a way to procrastinate or avoid doing something you need to do. Often involves unnecessary noise-making or distraction to delay productivity.

Example in a sentence:
"I was supposed to clean my room, but instead, I spent half an hour barking at the neighbor's dog. Classic procrastibarking!"
