Get the I'm not sayin', I'm just sayin'mug. Basically means "I'm not implying anything, I'm just making an observation". Which of course doesn't mean that the person *isn't* in fact saying, i.e. implying.

Get the I'm not sayin', I'm just sayin'mug. A stupid thing that people say which precedes everything they are about to say. As if you couldn't ascertain this by virtue of them saying something in the first place.
