A dope, idiot, dummy. It's used not so much as a deep condemnation of character, as commentary of an incident or discrete act. And, meant to disparage the person at that moment for what occurred.

I appreciate that on yahoo it was noted that it's necessarily a mean thing to say

Doussou is a nice genuine, attractive person but can be mean. Doussou’s stand out in crowds not because of their prettiness and their bodies b ur because of their vibes. Doussou’s are to truthful and are down to try new things all the time. Doussou’s been through ups and downs which makes it hard for them to open up about certain things.
