I meow you is a cuter and cattier version of I love you. However this phrase cannot be used to just anyone. Only to someone you are in love with and love like a little cute adorable cat. The phrase I love you, may be overused but not I meow you. When I say I meow you it means that you will be stuck with me and I will never leave you just like a cat.
