Someone who refuses to pay for parking in a primarily pay parking environment, e.g. downtown in urban center, university, resident permit neighborhood. This person will circle until they locate an adjacent area with a few free parking spaces, and wait or circle the block until someone eventually leaves one of those few spaces.
I can never get a parking spot in front of my building because it's the one area downtown with free spaces, and there are always parking pirates circling the block--any open spaces are gone within a minute.

They often tattoo 3 puntos on their face (Mi Vida Loca tat) and throw up the “E” with their fingers for “Eastside” and often use the phrases “NK” (Norteño Killa) in their tattoos, social media bio’s or out in the streets to show their hate for the norteños.

Get the Yolano Park mug.a suburb of Chicago located on Chicago's west side right outside Chicago, it’s about 5-10 mins from the city. Over ran by gangs primarily the IGz(Imperial gangsters), Latin Kings, and Spanish cobras.
This place is noisy cuz you occasionally hear gunshots, ambulances and especially the train the whole day. The train passes by so much that you’ll eventually get use to it.
It’s also known for drugs, section 8, gangs and especially prostitutes. People are always gettin robbed, filled with drugs everywhere and homeless surround Mannheim. Most people smoke weed you’ll smell it down almost every block.
mayor acts like everything is okay but doesn’t do anything except try to hide stuff from the news. You’ll always hear airplanes and trains.
