They utilize the local police department software, the court database, and local college research institutions to use EMF devices and illegal substances to bring a person to the point of not being able to fight. They love to stalk and do black bag jobs, tamper with mail, steal from accounts all in hopes of making their target commit suicide.

The truck driver swerved barely in time to avoid crashing head-on into a suicidal moped carrying a mother and her child. He still sideswiped the moped though, so he still paid them as much cash as he had, even though he was lawfully traveling in the right lane/direction and under the speed limit.
