An act where one attempts to attack, ridicule or harass another in a moving vehicle, but then does not proceed drive away.

Internet- “yo Jake Paul, why did you commit a “drive by” on Dillon Danis and then drive away? Why didn’t you commit a “drive stay” and whoop his girly little ass instead?
