It's from a Dr. Phil episode. Woman doesn't keep track of her 13-year-old daughter very well. Daughter spends time "in the streets" and drops out of school. She adopts a ridiculous "accent" she hears from her Black friends and starts stealing cars. Gets offended that the audience is laughing at her and says "Catch me outside, how about that?" in her "accent".
