adj: something, someone or some situation that is lame, stupid or unfortunate. usually used in a response.

A: "Aww man!!! I just dropped my cell phone in the toilet!"
B: "Boo boo!!!"
...or...
A: "I think Brian just stole my iPod."
B: "Man, that kid is boo boo."
