One who commands, dictates, and gives orders of what will be done. This person does not care if you want to participate or not.

commander in theif

The man in presently (at whatever time that might currently be) who is in charge of stealing as much money as possible for him or herself. This might be done through giving huge government contracts to their friends, or just kind of redirecting money into the proper bank accounts. This person is usually referred to as the "Commander in Chief" and/or "President of the United States". But we all know that if they aren't banging the ho under the desk, they are off to steal our money so why not change the name.

The commander in theif couldn't steal a pretzel if he tried.
