It has to be able to be built upon and improved with practice, it must require effort in the creation of it, and it must express something about the creator. What it expresses can be a variety of things, including emotions, interests, a business (for commissioned artists), what aesthetics appeal to the creator, the creator's style, an idea, what the creator felt like making, and a lot more. Many things qualify as art, whether that be painting, drawing, digital art, architecture, decorating, and even writing, plus much more. AI art, despite the name, does not qualify as art, as it is not a skill that can be improved with practice and requires little effort to generate on the part of those inputting prompts.
Now that is art!
