Any black person who likes rap music (especially gangsta rap) and/or is part of the black gang youth culture.
It's a pun that utilizes the fact that shizzle can mean "shit" as well as "sure". So while to some "shizzle nizzle" describes somebody who says "for shizzle my nizzle", it actually means "that fuckin idiot of a shit nigger".

When one dips his penis in maple syrup and wraps his junk with canadian bacon. The syrup will help the bacon stick on your penis. He then proceeds to have intercourse(vaginally or anally) and creates so much heat it cooks the bacon. This may take some time to cook. Usually used in conjunction with "nizzle", both words where invented by rapper Snoop Doggie Dogg. Instead fo saying what was used until then, "Fo' sure, my nigga.", he created the phrase "Fo' Shizzle my Nizzle"
