The remaining population still lives in the city, but there is less density, greater distance between population centers, etc. This makes the delivery of utilities and the deployment of crucial services like road paving and snow removal more difficult. The cost of maintaining an infrastructure meant for 2 million people on the tax dollars of 600,000 people becomes almost impossible to do.
China has a TFR of 1.3 and 155 cities with more than 1 million people. Detroitification is going to be a major problem for them.
