This is actually taken from a record- it was a bootleg of the rave classic "Low Frequency Oscilator" which (as it was a bootleg) became "Low Frequency Bootilator". It was bootlegged by a UK/ Australian breaks producer called Friendly and released in 2003.
He then went on to call a few other bootlegs "Low Frequency Bootilators", and some other producers cashed in trying to associate themselves with the original bootleg. The deejay mentioned in your previous definition is probably one of these people trying to cash in- it has nothing to do with him.
