Scotchy Scumbag

Someone from the Scotswood (supposedly called "Scotchy") area of Newcastle-upon-Tyne (North-East England). They're too much scumbags to be charvers and they're not proper Geordies either.

One Scotchy Scumbag is a girl (well 16-year-old) who got knocked down by a police car and got killed, and everyone nearby used it as an excuse to kick off a riot.

A person who is fake and is also a scheming opportunist, and who often uses ruthless measures and competition, in order to get what they want. Scumbags are prone to and manipulation and subterfuge. They will stop at nothing to get what they want even if it means hurting other people. Basically, a crook. A cheapskate. A chancer. (british slang)
