To take a long time processing something, or you're "stuck" in one generation, or to just be dull and stupid in general.
1) You take a long time to find a proper response or reaction towards certain events, you can't spontaneously reply or response to things that occur. You need to spend a lot of thought on your intentions and objectives before you put them into action.

Many old-timers are presumably perceived to be stuck in their times, and stick with what they've done over the decades.
