A moron, a time waster, a person who lives in their own world, someone who has no grip on reality, could be but not limited to a stoner, a crackhead a dole bludger etc.

This guy has no clue about money, petrol, living in the real world,what a No chance hooligan.

I went out on a few dates with Georgie, it was going well but then out of nowhere she stopped getting back to me, she turned out to be a real No Chance Hooligan!

My mate only wants to sit in his shed and get baked, what a no chance hooligan.
