Get the Business end of the phone bookmug. International Standard Business Time is a "time zone" that does not change based on location. This time is the same throughout the planet. If it is 10:00 IBST in Moscow, it is also 10:00 IBST in Texas. IBST allows international companies to sync with each other. It is most commonly seen in the 24hr format- I.e. 00:00 is midnight. IBST is the same as GMT, but as earlier stated, is recognized globally and does not depend on location.
We've set a meeting with all the GMs via Skype conference for July 11th at 1300 International Business Standard Time (IBST).

All of a sudden they don't have time for you because they are 'busy' ( But are still on social platforms commenting on everything and texting everyone else online). They never actually tell you what they are busy with, because they aren't really busy.
A persons lame way of getting out of texting you back, let's face it, no one Is ever that busy , they aren't really that busy, so just take the hint and don't bother them anymore.
These people will probably only talk to you when it suits them or if they are bored and have nothing better to do or if they want something from you.
For example, Leaves you on blue ticks and on opened and doesn't reply. Their phone is never out of their hand but are 'too busy' to txt you back then says they are busy, until they want something. They aren't busy . They are not interested in you or your friendship.
They are not worth your time.
