The term is derived from the movie O Brother, Where Art Thou, in which an rather unlearned character wishes to convey to other characters that his wife left him but does not wish to say so aloud in front of his son.

When someone's dog shits on the front lawn right in front of a home owner, while I laugh. Why???? A concept where an individual will say it out loud in order to exempt him/herself from a round of drinks. The last person to say it, is the person to get the round in, or go and get the beers from the fridge.
Usually it is said quickly by people in order to miss out on being the last to say it, and ultimately get the drinks in.
