Someone who thinks they are better or cooler, but mostly tougher, than they really are. Think "puffed up chest". Someone who is figuratively standing on their toes to seem taller.

All the kids with the pumped up kicks better outrun my gun = I don't care how tough you think you are, my bullets are tougher.
