Basically it means the same thing as pulling a 'disappearing act'.
It all started out from the movie Twilight and E.C. stands for Edward Cullen Character. When you pull an E.C., you have a tendency to disappear from time to time. Edward Cullen disappeared on numerous occasions throughout the movie.
