1. The new coat of make-up a girl applies after runinging her first coat crying over some motherfucker she should of known was gonna cheat on her just from the fact she stole him from another girl (he cheated with her)

2. A brand new painting from an artist; they are either braging about there skill and rubbing it in, or they're trying to sell it for food money (they're not called starving artists for nothing)

Similar to "desk jockey", a paint sniffer would be an individual that works inside a call center/cubicle type atmosphere.

The call center was filled with paint sniffers and pencil pushers.
