Johnny Law spent all day on the freeway dropping paper on people speeding. Johnny Law is at the D.A.'s office now dropping paper on that murder suspect.

Finger-Dipping

1. The act of a football player in the National Football League dipping his finger tips in pepper and then smearing them on the face of his opponent when no one can see the infraction, typically in pile-ups after tackles but sometimes during plays.

2. Any NFL rules violation done outside of visibility with an attempt to physically harm another player.

The center was blinded when sweat carried pepper into his eyes after another player that was finger-dipping got his hand under his face mask while on the bottom of the pile.
