A safe for work (SFW) phrase to describe a cluster fuck because of the committees or bureaucracy you must claw through to get your job done (you get the specs, to do the work, they say it does not meet specs, you correct and change specs...A circle of communication that gets nowhere).

John: Damn, I would be if this was not such a circle flurry.
