The official definition is "A person who believes in racism, the doctrine that one's own racial group is superior or that a particular racial group is inferior to the others", however, most people will just use it without being able to specifically pinpoint why they believe that someone is racist. This word is usually misused towards someone as a pejorative after they win an argument.
