A shirt where the sleeves and often the under arm area have been removed. This is done by ripping or cutting the fabric.

The cutty is worn by males who are wanting to show off what they would call muscles. Also hick girls will sometimes have be found wearing a cutty made from a brand new a Purdue or John Deere shirt.
