Sending out a text or other form type of message which is either opened and ignored, or deliberately left unopen.

Yeah man, Iwas totally pulling a Kiyahn. All I sent her was "Hey, what's up?", but I guess she thought that was creepy because she opened it and didn't respond.

It refers to @sallymayweather aka Sal the Agotist on Twitter.

This guy was pulling a Sal on me. He stole my meme and took all the credit for it. It's fucking annoying.
