A previously existing phrase that became exceedingly popular in the Northeast following the massive "Northeast Blackout of 2003" that originated in Ontario. The blackout affected parts of Ohio, New York, New Jersey, Pennsylvania, Michigan, Massachusetts, Connecticut and Rhode Island for a total of 45 million Americans. While US officials blamed Canada for the outage, Canadian officials blamed several US states including New York and Pennsylvania.

A term used amongst players of the Guilty Gear game franchise to describe the actions of a person who, in their eyes, is choosing to complain about the game and its features rather than improving.
Originates in reference to the round into speech, with the full line being "Mankind knew they could not change society, so instead of reflecting on themselves, they blamed the beasts"

A contractor, employee or provider who is engaged by a party simply so that party can point at them at a later juncture should anything go wrong. Often performed by large corporations or government bodies where the permanent staff need to pass the buck in order to retain their comfy positions.
We had KPMG come in and perform analysis on our project. They said all the right things, and we knew they would, but we were just investing in a blame shield should things go south down the track.
